Rockdale County

CID Exploration & Economic Development

Nestled in the heart of Georgia, Rockdale County boasts a rich history intertwined with the rise of the railroad. Once a bustling hub for agriculture and industry, it has evolved into a suburban enclave. Despite retaining a small-town charm that attracts families and businesses, the county faces challenges maintaining visually appealing commercial streetscapes.

In an effort to attract business development to one of the county’s major thoroughfares, the Conyers-Rockdale Economic Development Council (CREDC) enlisted us to facilitate a CID exploration study. The study sought to inform public and private stakeholders about the opportunities to jointly address economic development along the corridor.

As part of the approach, we worked with local leaders to pinpoint the study area boundaries, analyze potential revenue scenarios, and identify key partners. After synthesizing the findings, we prepared a report outlining the next steps to CID formation.

The exploration provided the district commissioner and stakeholders with an understanding of the commercial area's needs, including beautification and public safety. Armed with knowledge of the corridor, community leaders can determine the desired path forward.
