Developing Actionable Strategies for Miami Freedom Park

Miami Freedom Park, the new home of Inter Miami CF, is more than a fútbol stadium — it is a transformative development that will generate economic growth, job creation, and vibrant community spaces.

Anchored by a 25,000-seat stadium, the site includes a 58-acre public park, 500,000 square feet of restaurants and shops, a tech hub, and community fields. A subsequent phase will deliver additional hotel, office, and retail components.

The site's proximity to Miami International Airport offers global accessibility, and the surrounding highway network provides excellent vehicular connectivity. These same assets, however, create obstacles for visitors. Despite two transit systems within a half mile, the concrete barriers and inland waterway require creative solutions for those traveling to Miami Freedom Park. The site is adjacent to an extensive water management system that helps with flood control but limits connectivity.

Pontem Resources developed a strategic – and actionable – framework to attract government grants, including a Grant Funding Strategic Plan and companion Grant Funding Guide. The approach consisted of:

Capital Project Prioritization
Pontem created a scoring process that evaluated the site’s desired capital projects and prioritized them based on factors such as alignment with grant program goals, anticipated community benefits, project readiness, and available grant programs.

Funding Stacks
Pontem developed potential funding stack scenarios to illustrate how local dollars leverage government grants.

Project Positioning
Pontem created a strategic framework that teased out both opportunities and traps.

Site & Community Needs Assessment
Pontem analyzed the site and the surrounding community to identify dozens of grant program opportunities at the local, state, federal, and philanthropic levels.

The information provided Miami Freedom Park with a clear understanding of the opportunities — and pathways — ahead.
